Apparently, there is a fixed limit of 1 connection per target!

Yes StarWind CVM has IscsiDiscoveryInterfaces value set to 0 from the box. Set it to 1.
The file is in the /opt/starwind/starwind-virtual-san/drive_c/starwind/StarWind.cfg

I think I was unclear. My complaint was in reference to truenas as an iscsi target where it has a fixed limit of 1 connection (and apparently no way to get around that!)

Curious to read more about it! If you have a chance share some tips with me.
Cheers ;)

Well, before using StarWind, I tried my 2 hyper-v hosts backed by truenas iscsi and performance sucked, and was getting a 'too many connections' error when I tried adding sessions. Googled to their user forums, and yep, that's a restriction, and too bad so sad :)

Wow. That must be not fun. Will use my google-jitsu to learn more. Thanks for sharing :)
We have the limit as well but it is way more than 1 connection.
